Effective September 15, 2003:
Three characters were added to the layout beginning in position 63 and ending in 65. The new field is required and should contain the agency number identifying the agency submitting the VINC file update.
- Overall record length should be 550.
- Five characters were added to the beginning of the file as follows. All other starting positions were incremented by 5.
